Reporting to the Deputy Registrar, the Senior Policy Analyst conducts research, analysis and evaluation of business policies related to Manitoba Public Insurance programs, products, and services in the Driver and Vehicle Administration (DVA) line of business and recommends changes to current policies. The role assesses the impact of potential changes to business units, operations, customer service, corporate systems, staff training, and legislation.
Acting independently or as a project lead, the Senior Policy Analyst evaluates and identifies potential issues related to new initiatives or changes to existing policies and procedures, and recommends policy changes to support corporate strategic initiatives and divisional objectives. As part of the Agreements, Policy and Legislation team, the Senior Policy Analyst reviews external requests for access to driver and vehicle records and prepares Information Disclosure and Information Sharing Agreements. The Senior Policy Analyst conducts analysis on foreign driver’s licensing requirements, negotiates reciprocity agreements with foreign jurisdictions, and facilitates the preparation of reciprocal driver licence exchange arrangements, in consultation with provincial and federal officials.
