Overview

The Vehicle Safety Officer independently audits inspection stations, dealers, and recyclers for compliance with legislated and regulatory requirements. The Vehicle Safety Officer inspects vehicles to determine the quality of inspections performed by permit holders, identifies any issues, and gathers information to prepare a report for the supervisor that outlines any sanctions and recommendations.

 

The Vehicle Safety Officer responds to customer and consumer complaints of misconduct and substandard performance and investigates permit holders to gather any information required to move forward with sanctions and/or hearings. Other responsibilities include assisting in dispute arbitration between dealers and consumers, confirming the eligibility of individuals and businesses for permit applications, interpreting and providing guidance and training regarding vehicle equipment requirements and standards, and assisting enforcement agencies in selective traffic enforcement programs and investigations of illegal activities.

Responsibilities

  • Monitor and audit inspection stations, dealers, recyclers, and salespersons through regular visits to ensure compliance with applicable Acts and Regulations, in addition to the requirements of the Manitoba Vehicle Inspection Program.
  • Investigate consumer complaints regarding inspections, equipment deficiencies, and requirements for stations, mechanics, and dealers.
  • Investigate and follow up on inquiries from within Manitoba Public Insurance and from law enforcement.
  • Apply the corporate policies to assess the relative risk of all stations in their territory and ensure that those most in need of attention are audited for compliance with protocols; initiate appropriate enforcement, education, or countermeasures action based on the audit findings.
  • Identify and assess situations of vehicle non-compliance.
  • Organize information and evidence related to an investigation, and complete comprehensive reports.
  • Participate and provide support to ongoing investigations by Special Investigations Unit (SIU) and law enforcement agencies.
  • Exercises specific powers and duties of a Peace Officer for the purpose of enforcing the Highway Traffic Act (HTA) and the Drivers and Vehicles Act (DVA) and its regulations.

Qualifications

Education and Experience:

  • Journeyperson Certificate (Red Seal) Automotive Service Technician. 
  • Five years of bench experience in automotive repair, including one year experience in a customer service capacity. 

In addition to the above: 

  • I-CAR courses are considered an asset. Incumbent must be willing to complete I-CAR courses as required.  
  • Experience as a qualified mechanic is an asset. 
  • Experience in a leadership capacity (i.e. foreman) is an asset. 
  • Class 1 or 3 driver’s licence is an asset 

Technical Knowledge and Skills:

  • Working knolwedge in: Vehicle components and systems and general mechanical aptitude 
  • Working knowledge of vehicle inspection and equipment standards and regulations. 
  • Working knowledge of The Highway Traffic Act, and the Vehicle Equipment, Safety and Inspection (VESI) Regulation. 
  • Analytical and problem-solving skills. 
  • Organizational and time management skills to handle multiple tasks simultaneously and prioritize workloads. 
  • Verbal and written communication skills to convey technical information in a clear, concise and understandable manner for both technical and non-technical audiences. 
  • Handle conflict and criticism in a positive and professional manner. 
  • Organize information and evidence related to an investigation, and complete comprehensive reports. 
  • Working knowledge of applicable Windows (Word, Excel) or similar office programs and software.
