Overview

Reporting to the Manager, Financial Forecasting, the Financial Forecasting Specialist is responsible for developing, enhancing, and maintaining the Financial Forecasting Model, including thorough documentation of all assumptions, methodologies, and forecasting techniques. The role supports the preparation of key statements and communications for the annual Public Utilities Board (PUB) rate application, as well as materials for Senior Management and Executive leadership. This includes leading the development and preparation of annual budgets related to corporate financial statements, including premiums, service fees, commissions, and investments.

 

The Financial Forecasting Specialist works collaboratively with internal partners, including members of Senior Management and Executives, to ensure forecasts are reasonable, accurate, and aligned with business realities. The role coordinates and leads meetings to provide consultative and technical guidance to Business Unit leaders, supporting a clear understanding of financial statement forecasts and ensuring that all relevant accounting, operational, and business assumptions are appropriately reflected.

 

As a member of the Financial Forecasting department, this role is responsible for developing, maintaining, and communicating the Corporation’s forward‑looking financial outlook to support informed decision‑making, regulatory compliance, and long‑term financial sustainability. This function integrates actuarial assumptions, operational inputs, and financial reporting requirements to produce comprehensive multi‑year forecasts of revenue, claims, expenses, capital, and profitability.

Responsibilities

  • Lead development, maintenance, and governance of the Corporation’s multi‑year financial forecasting model, including income statement, balance sheet, equity, and scenario analysis.
  • Develop short‑ and long‑term forecasts for premiums, claims, expenses, investment income, capital, and profitability in alignment with accounting standards, regulatory requirements, and internal policies.
  • Collaborate closely with actuarial, underwriting, claims, investments, and business units to ensure forecast assumptions are reasonable, consistent, and well documented.
  • Prepare and support financial components of the annual General Rate Application (GRA), including pro formas, revenue forecasts, expenses, rate stabilization reserves, and capital (MCT) projections.
  • Provide financial analysis, insights, and variance explanations to senior leadership and executives to support strategic, operational, and capital decision‑
  • Respond to regulatory information requests and support hearings, meetings, and technical conferences with regulators.
  • Interpret financial, statistical, and economic data to assess trends, risks, and emerging issues.
  • Report on actual and forecasted key performance indicators and recommend improvements to forecasting processes, models, and systems.
  • Maintain strong relationships with internal and external stakeholders while ensuring confidentiality and data integrity.

Qualifications

Education:

  • Degree in Accounting, Finance, Business or related discipline.
  • Completion of designation and professionally qualified as a Chartered Professional Accountant (CPA).
  • Financial Modeling certification or courses are an asset.

Experience:

  • Seven years of accounting experience including three years of full cycle accounting or related knowledge.
  • Experience applying IFRS 17, including the recognition, measurement, presentation and disclosure of insurance contracts, is considered an asset.
  • Experience in the property and casualty insurance industry is an asset.

Technical Knowledge and Skills:

  • Proficiency in Microsoft Excel, PowerPoint, and other financial tools; experience with Power BI is considered an asset.
