Overview

As the Transportation Risk Specialist, you will be accountable for the sustainable delivery of SRE Safety and Loss Prevention programming. The position is responsible for the sustainable delivery of Special Risk Extension (SRE) Safety and Loss Prevention program by developing and managing trusting and positive business relationships and representing the corporation with multiple external stakeholders including the broker community, trucking companies, the Manitoba Trucking Association, provincial enforcement agencies, and related special interest groups.

 

As a subject matter expert (SME), the Specialist obtains, compiles and reports on vital information required to accurately assess and write fleet risk. The Specialist utilizes industry recognized Canadian Risk Management (CRM) and Fleet Safety management techniques to plan activities through formal consultation and collaborates with brokers, clients, and consultants to educate and promote a collegial approach to identifying and mitigating risk.

Responsibilities

  • Travel throughout the province and independently conduct detailed safety and loss prevention-related audits, inspections and re-inspections of commercial fleets and garages.
  • Interview company representatives to obtain information required to create an accurate, detailed report of the current state of a motor carrier including reconciling documented company processes with actual records, and reviewing, documenting, and assessing comprehensiveness of the companies safety plan, policies and processes, and training practices.
  • Recognize accurate documents and provide remediation recommendations for any identified risks that may create a liability for the client and/or Manitoba Public Insurance (MPI).
  • Recognize, document, and recommend successful loss prevention programs.
  • Ensure the timely writing of loss prevention and audit reports and maintain the quality of reports established by the SRE Safety and Loss Prevention program.
  • Review complex, and/or potentially controversial recommendations with the Manager, SRE Fleet Safety & Loss Prevention.
  • Through an education approach, promote regulatory compliance, sound management practices and a culture of loss prevention with Manitoba carriers.
  • Lead efforts to deter fraud by policy holders by identifying potentially fraudulent companies, investigating, collecting evidence, and reporting findings to underwriting and management, which may result in a high-risk and/or non-compliant policy being lapses.
  • Participate in the coordination, planning, and implementation of new initiatives affecting all areas of SRE Fleet Safety. Coordinates activities with other departments of the corporation.
  • Provide technical expertise and advice, including interpretation of applicable legislation, regulations, and policies.
  • Conduct thorough, objective, accurate, and relevant investigations to provide credible and actionable findings that support SRE management decision-making.
  • Investigate and evaluate the client’s claim loss history, assess the company accident investigation and remediation techniques and policies, develop customised mitigation strategies, and make direct recommendations to reduce future liability exposures and claims.
  • Examine and evaluate electronic transportation carrier safety information sites to assist benchmarking the highest risk areas during inspections.
  • Research and analyse the client’s online presence to validate information and identify areas of risk.

Qualifications

Education & Experience:

  • High school diploma or equivalent.
  • Seven years of experience in a regulatory environment, including:
    • Two years of experience in the interpretation, enforcement and administration of legislation and regulation in collaboration with government agencies.
    • Two years broad based commercial fleet management process experience or experience in loss prevention.

   OR

  • Certificate/diploma/degree in Business Administration, Public Administration, or a related discipline.
  • Five years of experience in a regulatory environment, including:
    • Two years of experience in the interpretation, enforcement and administration of legislation and regulation in collaboration with government agencies.
    • Two years broad based commercial fleet management process experience or experience in loss prevention.

OR

  • Degree in Business Administration, Public Administration, or a related discipline.
  • Four years of experience in a regulatory environment, including:
    • Two years of experience in the interpretation, enforcement and administration of legislation and regulation in collaboration with government agencies.
    • Two years broad based commercial fleet management process experience or experience in loss prevention.

  • Actively pursuing or commitment to pursue and complete the Canadian Risk Management designation (CRM).

 

Technical Knowledge and Skills:

  • Strong skills in interpreting and applying applicable federal and inter-provincial legislation.
  • Working knowledge of change management best practices to influence positive behaviour changes.
  • Advanced business acumen and initiative.
  • Advanced written and verbal communication skills to present information in a concise and straightforward manner.
  • Strong customer service skills to deal tactfully with sensitive issues in a confidential manner.
  • Working knowledge of root cause analysis techniques to apply operational risk management theories, principles, and practices to develop prevention and reduction strategies.
  • Working knowledge of property security, fire and building hazards, and general liability exposures.
  • Knowledge of workplace safety and health legislation and requirements.
  • Working knowledge of Safe Work Manitoba safety certified program requirements.
  • Working knowledge of fraud detection in commercial transportation.

 

Conditions of Employment

  • May be required to work alone and/or in remote areas.
  • Successful candidates must complete First Aid, CPR/AED certification and non-violent crisis intervention training and become certified.
  • Hearing tests are required within the position in accordance with the Safe Practice for Hearing Conservation.
  • Candidates must have a valid driver’s licence.
  • Candidates must be willing and able to travel within Manitoba.
  • Candidates must have access to a personal vehicle.
