Overview

The Supervisor, Instructional Design is accountable for solutions that are delivered across multiple platforms to Manitoba Public Insurance (MPI) employees and business partner audiences. This includes performing a needs analysis, creating evaluation strategies, developing knowledge management strategies and plans, and assisting with the development and implementation of learning programs.

 

The Supervisor, Instructional Design provides direction and supervision to team members. The role builds partnerships with various stakeholders to help create and implement comprehensive learning strategies to enhance customer service, improve productivity, increase on-the-job effectiveness, develop knowledge and skill, and increase efficiencies within the organization

Responsibilities

  • Creates comprehensive Knowledge Management (KM) learning strategies and plans.
  • Performs complex needs analysis for large corporate learning programs and projects.
  • Applies contemporary methods of adult learning theory, social and mobile learning, and curriculum design to deliver a learning solution using a blended approach.
  • Identifies appropriate learning solutions to meet specific stakeholder learning needs.
  • Participates in the research and implementation of industry best practices for the development and delivery of learning solutions.
  • Works with the Digital Learning Specialist to design and develop digital learning solutions.
  • Develops and administers an effective evaluation process for all training programs.
  • Conducts the delivery of learning programs, as required.
  • Assists with curriculum development.
  • Determines customized learning paths for employees and business partners.
  • Continuously improves existing programs and courses.
  • Identify the integration of Model Office into learning program rollout and support the activities as appropriate.
  • Leads project discussions and participates as an active member of the project team.
  • Monitors program delivery, evaluating results and recommending solutions for continuous improvement.
  • Builds and maintains effective working relationships with employees and business partners and external stakeholders.
  • Works closely with HR Business Partners, Change Management, Employee Development and Communications in support of overall corporate organizational development plans to ensure alignment with corporate organizational vision and positioning.
  • Liaises with management and internal and external stakeholders to research operational training needs and training effectiveness.
  • Identifies training and development needs and ensures that current development plans are created and acted upon.
  • Provides regular feedback and uses coaching techniques as a means for employee development and performance improvement.

Qualifications

Education and Experience:

  • Degree in Education, Instructional Design, Business, or a related discipline.
  • Certificate in Adult Education (e.g. CAE, CACE/PDAL) or eLearning, Instructional Design or equivalent.
  • Five years of experience in designing, developing and delivering learning programs and online courses including two years in a leadership/project manager capacity.

OR

  • Certificate in Adult Education (e.g. CAE, CACE/PDAL), eLearning Instructional Design or equivalent
  • Seven years of experience in designing, developing and delivering learning programs and online courses including two years in a leadership/project manager capacity.

Plus the following:

  • Experience working on large corporate projects or initiatives.
  • Education in digital learning and project management is an asset.

 

Technical Knowledge and Skills:

  • Advanced knowledge of adult learning styles and adult education concepts.
  • Advanced knowledge of current and emerging instructional design methodology (e.g. ADDIE) and digital learning (eLearning, virtual classrooms, web-based conferencing, mobile learning).
  • Advanced knowledge of eLearning authoring tools (Articulate 360 Suite, Articulate Storyline, Adobe Captivate, Vyond, etc.)
  • Intermediate knowledge of corporate learning management systems.
  • Working knowledge of both traditional and agile project management methodologies.
  • Assess organizational learning effectiveness and modifying programs appropriately.
  • Affect change in organizations (change management strategies, plans and readiness activities).
  • Advanced written and oral communication skills to present information effectively to various audiences.
  • Advanced interpersonal skills.
  • Advanced planning and organizational skills.
  • Handle multiple tasks simultaneously and prioritize workloads.
  • Work effectively in a team environment.
  • Work in a fast-paced environment managing multiple priorities.
  • Knowledge of the insurance industry is an asset.
