Overview

As a key member of the Executive Leadership Team, the Executive Vice President & Chief Information Technology Officer (CITO) leads enterprise-wide digital transformation through strategic technology leadership. The CITO is responsible for ensuring the efficient, secure, and innovative delivery of IT services that enable high-quality, accessible automobile insurance and driver licensing services for Manitobans.

This executive plays a pivotal role in shaping the strategic direction and operational success of MPI. This executive leader is responsible for driving innovation and technology excellence across the organization. The ideal candidate will bring visionary leadership, a collaborative mindset, and a deep commitment to fostering a culture aligned with MPI’s core values.

This executive provides strategic oversight across the IT Division including IT operations, enterprise architecture, business transformation, information security, and enterprise support functions. The CITO champions the management of information as a strategic asset and drives technology adoption and integration as a core enabler of business strategy.

The CITO leads the development and execution of long-term strategies for technology, information management, enterprise architecture, and digital platforms—ensuring alignment with corporate priorities and enhancing customer, partner, and employee experiences. A critical mandate includes safeguarding MPI’s data and systems against external threats while fostering a high-performance, customer-focused technology organization.

A key responsibility of the CITO is the leadership of MPI’s Major Programs, a cross-organizational program responsible for the effective planning and delivery of large-scale initiatives. This role leads major IT programs with a focus on delivering high-quality innovative solutions that meet the strategic goals of the organization and that drive meaningful long-term value for the business and its customers. The CITO will ensure the program is executed with transparency, discipline, and accountability.

Responsibilities

Strategic Planning & Transformation

  • Champion enterprise transformation by aligning technology and digital solutions with business needs and strategic priorities.
  • Shape and support the organization’s vision, goals, and direction through integrated technology strategies.
  • Provide strategic leadership across the Division including IT operations, cybersecurity, data and analytics, enterprise architecture, platforms, infrastructure, and applications.
  • Advise senior leadership on the strategic impact of technology across programs, services, and operations.
  • Establish processes to assess stakeholder needs, monitor emerging technologies, and evaluate MPI’s readiness for future challenges.
  • Anticipate trends and position the organization for long-term success through proactive strategy development.
  • Translate strategic plans into operational roadmaps for IT services, data analytics, transformation, and enterprise systems.

 

Operational & Performance Leadership

  • Oversee the development of enterprise technology standards, architecture, and evaluation frameworks.
  • Collaborate with the executive team to implement robust IT governance structures and performance metrics.
  • Lead the development and management of IT budgets and long-term investment strategies.
  • Ensure effective execution of strategic transformation initiatives and enterprise-wide technology alignment.
  • Manage the full lifecycle of MPI’s information systems and infrastructure, ensuring reliability, accessibility, and efficiency.
  • Lead the development of a high-functioning data and analytics centre to support operational and strategic decision-making.
  • Oversee cybersecurity, business continuity, and disaster recovery planning to protect corporate assets.
  • Ensure enterprise systems support core business functions including vehicle registration, driver licensing, and claims administration.
  • Drive fiscal discipline, vendor performance, and continuous improvement across all technology operations.
  • Provide regular performance reporting to the Board and executive leadership.

  • Design and maintain an effective organizational structure for IT service delivery.
  • Build and empower a collaborative, high-performing IT leadership team committed to innovation and service excellence.
  • Foster a culture of accountability, inclusion, and continuous improvement, where diverse perspectives and calculated risks are encouraged.
  • Champion employee engagement and professional development to ensure a skilled, agile, and customer-focused workforce.

Qualifications

Education:

  • Advanced degree in Business Administration, Computer Science, Information Systems, or a related discipline.


Experience:

  • Fifteen (15) years of progressive senior leadership experience in areas such as digital transformation, enterprise IT management, project and portfolio management, business process improvement, and innovation.
  • Experience in the insurance or financial services sector is considered a strong asset.
  • Extensive expertise in IT management, including infrastructure, enterprise applications, software and hardware systems, and data architecture principles.
  • Demonstrated success in developing and executing IT strategies aligned with organizational goals.
  • A proven track record of leading large-scale, organization-wide technology implementations, managing multiple concurrent projects, implementing emerging technologies and overseeing cross-functional teams.

 

Technical Knowledge and Skills:

  • Strong financial acumen to ensure responsible stewardship of MPI’s technology investments and alignment with strategic priorities
  • A history of leveraging technology to enhance customer experience, streamline operations, and optimize data utilization for decision-making and innovation.
  • Exceptional research and analytical skills, with the ability to synthesize complex information and communicate clearly and effectively to diverse audiences.
  • Experience in compliance, risk management, and data governance within complex organizational environments.
  • Strong background in vendor management, contract negotiation, and service delivery optimization.
  • The ability to engage and influence executive leadership and the Board of Directors, and to negotiate effectively with vendors and external stakeholders.
  • Prior experience in a C-suite or executive leadership role is highly desirable.
