Overview

Reporting to the Director, Learning & Knowledge Management, the Employee Development Lead is responsible for leading the development and delivery of employee skills training, leadership development and competencies to support corporate strategic learning initiatives. The position is responsible for assisting in the strategic direction of corporate learning and employee development, including a path towards building Manitoba Public Insurance (MPI) as a progressive learning organization.

The Employee Development Lead designs and delivers learning programs that foster employee growth, success, and retention. The role strengthens people capability and collaborates across divisions to ensure development opportunities support both employee and leadership growth

As a member of the Learning & Knowledge Management leadership team, the position liaises regularly with the corporation’s leaders and subject matter experts to ensure that employee learning and development programs align with the organization’s current and future operational and strategic requirements. The Employee Development Lead supports the Director, Learning & Knowledge Management with input on the operating budget and annual strategic planning activities.

Responsibilities

Learning and Employee Development

· Provides input on the planning, development, implementation, and evaluation of the overall corporate learning strategy to support in achieving divisional and corporate business objectives.

· Partners with Knowledge Management Services (KMS) to develop and implement new learning technologies and frameworks

· Leads corporate initiatives in training, career development, and competency building.

· Aligns learning programs with MPI’s talent and competency framework.

· Responsible for overseeing and adhering to the Educational Assistance and Staff Training budget for assigned portfolio.

· Designs customer-centric learning experiences embedded in workflows.

· Research external learning and development trends and innovations, staying current with new developments and technologies.

· Defines objectives and evaluation standards for leadership programs

· Collaborates with KMS and divisional leaders to shape and execute learning strategies

· Partners with KMS and Employee & Talent Development Partners to ensure employee development learning programs align with the People & Culture (P&C) People Strategy.

· Partner with divisional stakeholders to identify knowledge and skills gaps and create innovative learning solutions that align with future workforce and business needs

· Evolves current programs, such as onboarding and MPILead and implements processes to ensure continuous improvement and enhance customer and learner satisfaction.

· Partners with the KMS managers to create methods for tracking key training metrics, including enrollment, progress, evaluation, learning outcomes, career impact, costs, and other key data points.

· Builds strong relationships with internal and external stakeholders.

· Maintains a professional network for benchmarking and knowledge sharing.

· Liaises on learning gaps and program improvements with external organizations.

· Conducts training needs assessments and evaluates effectiveness.

· Develops communications for learning initiatives that foster a culture of learning and belonging

· Provides coaching, feedback, and development planning

· Manages escalations and complex customer issues.

· Makes decisions on service delivery, operations, and processes in collaboration with management.

Qualifications

Education:

 

· University degree in management, organizational development, human resources or another related field.

· Completion of one or more of the following professional designations and certifications is an asset:

o Certified Professional in Human Resources (CPHR)

o Certificate in Adult Education or Educational Technology

o Project Management

o Certification in Leadership Coaching

 

Experience:

 

· Six years of related learning and development experience in a corporate environment, including at least three years in a leadership role.

· Extensive experience leading and/or managing learning and education program development and learning and development teams, as well as large scale corporate level projects.

 

Technical Knowledge and Skills:

 

· Advanced knowledge of adult learning styles and adult education concepts.

· Assess organizational learning effectiveness and to modify programs appropriately.

· Knowledge of human resource (HR) technologies to support decision making and future planning as well as interim tools and resources.

· Identify, analyze, make recommendations and implement effective solutions (methodology, processes, products and services).

· Build collaborative work relationships based on mutual trust and demonstrated integrity with all levels of leadership and external organizations/vendors.

· Handle ambiguity with an attitude that welcomes change.

· Influence key stakeholder groups when presenting new approaches to address emerging needs and issues.

· Analyze complex data and develop sound recommendations or conclusions while working under very stressful conditions and tight timeframes.

· Advanced planning, organizational and project management skills.

· Advanced coaching, facilitation, influencing, and presentation skills.

· Utilize current technology and adapt to rapid changes in this field.

· Advanced written and oral communication skills.

· Pursue various learning programs which continually upgrade the incumbent’s expertise.

· Build consensus among internal and external clients thereby fostering the necessary momentum to ensure departmental objectives are met.
