Overview

Reporting to the Vice President & Chief Claims Officer, the Director, Claims Vehicle Management & Investigations provides strategic direction in designing, implementing, and assessing long-term strategies across Salvage & Compound Operations, the Special Investigation Unit (SIU), Towing, Provincial Vehicle Inventory Management and Subrogation. This role ensures services meet stakeholders' needs and align with corporate objectives. The Director promotes the corporate and departmental vision through strong leadership and collaborates with the Claims Management team to identify opportunities for service improvement.

 

The Director is responsible for developing policies and controls for the sale of corporate assets and claims salvage, as well as overseeing the operations of the Winnipeg holding compounds on Plessis and Gunn Road and managing all provincial master service agreement (MSA) towing and storage facilities effectively.

 

The Director oversees strategies, practices, and procedures to reduce the corporation's exposure to financial risk, particularly from fraud and negligence, while continuously improving corporate subrogation claims recovery. The role plays a crucial role in controlling physical damage claims severity through recovery and cost avoidance measures within the directorate’s teams, ensuring continuous efforts to increase salvage revenue, collect on the right subrogation claims, and implement effective fraud detection and deterrence measures for optimal cost avoidance.

Responsibilities

Strategic Planning & Business Unit Evolution:

  • Provide strategic direction for the directorate and ensure the development of directorate and department-level strategies and initiatives that support the corporate vision, mission, goals, objectives, and government mandate.
  • Translate strategic plans into operational and business plans for the directorate and communicate operational objectives to all employees and appropriate stakeholders.
  • Ensure strategic, operational, and business plans meet business needs and expectations of Manitobans, Manitoba Public Insurance departments and other internal stakeholders.
  • Align departmental objectives within the directorate, and across the organization, working with other MPI divisions and directorate leaders to ensure that goals, initiatives, and operational responses are synchronized, and impacts are integrated in planning.
  • Drive innovation and creative solutions to address complex business challenges.
  • Foster a culture of innovation and continuous improvement to enhance the effectiveness of MPI’s service delivery activities and the responsible stewardship of funding and resources.
  • Provide strategic guidance and support to teams in developing business cases or other approval-seeking documents, financial estimates, and implementation plans.
  • Oversee the development and monitoring of the directorate roadmap to ensure impactful business outcomes are achieved and accountability for results.
  • Actively investigate and promote continuous improvement initiatives to reduce costs and improve efficiencies.
  • Liaise with technical/policy areas regarding emerging trends in customer concerns about services or products.

 

Operational Effectiveness and Directorate Compliance:

  • Oversee the delivery of all service operations across the province for salvage, towing operations, holding compound activities, special investigation, and subrogation.
  • Develop and ensure compliance of the policies and procedures on salvage operations, claims investigation and recovery.
  • With a focus on fiscal prudence and claim severity strategic thinking, find ways to maximize salvage revenues, increase subrogation collections and improve fraud detection methods with the goal of increased cost savings.
  • Manage directly or through delegated authority, the customer service effectiveness and overall service delivery for the various units, ensuring day-to-day operational delivery, customer satisfaction and meeting of service levels as defined by service standards.
  • Monitor and coordinate resources to optimize vehicle inventory management within a multi-location environment where forecasting and planning are critical.
  • Responsible for the comprehensive operations and efficiencies of the salvage and holding compound, including the customer service and financial results for each line of business.
  • Provide expert advice and guidance on Physical Damage Claims operations and identify related operational impacts across the full range of business strategy, programs, legislation and regulations, products and services, and operational issues related to Physical Damage Claims.


Stakeholder Relationship Management:

  • Liaise with varying law enforcement agencies, ensuring MPI’s fraud detection and deterrent methodologies and strategies are aligned with governing agencies and partners.
  • Work closely with the Crown on all contentious PD and BI claim referrals, denials and court proceedings.
  • Liaise with the Director, Physical Damage Management to ensure the policies and standards developed are being actioned operationally for the betterment of MPI and our physical damage repair partners.
  • Cultivate, manage, and maintain strategic business relationships with diversified towing vendors in the city of Winnipeg and 150+ Master Service agreement towing and storage vendors in the province.
  • Oversee the development and implementation of towing rates for MPI Business Partners related to towing and storage of physical damage claim related vehicles.
  • Represents MPI at various community events, volunteer groups and to business partners and customers in a manner that is consistent with MPI’s Corporate Values.

Qualifications

  • Ten years of progressively senior experience in related operations, claims, or analytical functions, including five years of management or leadership experience.
  • University Degree in a related discipline such as management, commerce or business administration.
  • Completion of Chartered Insurance Professional (CIP) designation is an asset.
  • Advanced strategic thinking, identify problems/threats, analyse risk, and assess outcomes related to potential solutions.
  • Strong decision making and problem solving in order to quickly make accurate decisions that can affect customers and have a significant financial impact on the corporation.
  • Strong oral and written communication skills coupled with advanced negotiation skills in working with key stakeholders.
  • Strong people leadership skills with solid strategic and critical thinking abilities, and the ability to adapt to changing environments to support the operation.
