Overview

As the Senior Policy Analyst, you will be responsible for conducting research, analysis and evaluation of business policies related to Manitoba Public Insurance programs, products, and services in the Driver and Vehicle Administration (DVA) line of business and recommends changes to current policies. You will assess the impact of potential changes to business units, operations, customer service, corporate systems, staff training, and legislation. 

 

You are responsible for evaluating and identifying potential issues related to new initiatives or changes to existing policies and procedures and recommends policy changes to support corporate strategic initiatives and divisional objectives. As part of the Agreements, Policy and Legislation (APL) team, you will review external requests for access to driver and vehicle records and prepares Information Disclosure and Information Sharing Agreements. You will conduct analysis on foreign driver’s licensing requirements, negotiates reciprocity agreements with foreign jurisdictions, and facilitates the preparation of reciprocal driver licence exchange arrangements, in consultation with provincial and federal officials.

Responsibilities

  • Responses to requests for interpretation of, or decisions on, business policy changes.
  • Communicates with internal stakeholders to understand current procedures, deviations, and possible impacts related to policy changes.
  • Works closely with business units, Information Technology (IT) and Knowledge Management Services (KMS) to determine the impact of operational changes and strategic initiatives.
  • Identifies potential issues, conducts research, and performs analysis and feasibility studies. Reports findings, presents recommendations to proposed or existing policies, and develops new policies to address gaps in existing procedures. 
  • Manages stakeholder buy-in; receives approval from appropriate levels and works to implement approved options.
  • Writes decision documents, such as business cases, briefing notes, discussion papers, and policy papers for approval by MPI management and/or executive.  Prepares and coordinates briefing material, reports, and presentations on current issues as required.
  • Provides direction and guidance to staff within project teams and may assist in the appraisal of their performance.
  • Leads project teams managing all phases of a project lifecycle, including analysis, design, and delivery of assigned initiatives.
  • Conducts analysis on foreign driver’s licensing standards and requirements.
  • Leads negotiation on driver’s licence reciprocity with foreign governments, facilitating preparation of reciprocal driver licence exchange arrangements, in consultation with provincial and federal officials.
  • Reviews and tracks external requests for access to driver and vehicle records, and makes recommendations to senior management.

Qualifications

  • Degree in Economics, Law, Political Science, Public Administration, Business, Commerce, or another discipline related to the role.
  • Courses in project management, evaluation or business analysis is an asset.
  • Five years of progressive experience performing analysis including two years of related experience in business/policy research and analysis, project management, program evaluation, and/or policy development and preparing technical documentation for senior management (options papers, analytical reviews, briefing notes, etc.)
  • Experience in a leadership capacity is an asset.
  • Critical thinking skills to analyze policies and procedures, identify weaknesses or limitations, formulate and defend positions, and propose innovative solutions.
  • Working knowledge of key MPI product and service offerings such as Basic Autopac, Extension products, PIPP, driver’s licences and identification cards, and vehicle registration.
  • Knowledge of MPI’s governing legislation, including The MPIC Act, The Highway Traffic Act, The Drivers and Vehicles Act, The Freedom of Information and Protection of Privacy Act (FIPPA).
