Overview

As the IRP Prorate Officer, you are responsible for providing information, processing and delivering International Registration Plan (IRP) supplement, renewal and refund transactions for the trucking industry across Manitoba in a consistent, timely and customer-oriented manner. Services are provided in compliance with the International Registration Plan (IRP), the Highway Traffic Act, MPIC Act and regulations, and in compliance with decisions of The Motor Transport Board.

 

The position works with a team to provide insurance and registration guidance to other areas within the Corporation and to customers.

 

Responsibilities

  • Process all International Registration Plan (IRP) applications on behalf of other Canadian and US jurisdictions and Manitoba:
  • Ensure all prerequisites for applications have been met.
  • Ensure all supporting documents have been received and pre-screened.
  • Accurately process all applications within established service level commitments.
  • Collect fees (Canadian and US) and issues cab cards and registration cards.
  • Establish and maintain customer service-focused working relationships with key industry customers and business partners.
  • Respond to customer enquiries related to: International Registration Plan requirements and benefits, Commercial vehicles for hire, private vehicles, truck plate requirements and exemptions (internal and external), Registration and insurance regulations, Host jurisdiction refund request breakdowns, Safety Fitness Certificate enquiries from Motor Carrier Division, Vehicles incorrectly registered by Service Centres.
  • Register commercial intra-provincial vehicles on IRP, ensuring that all pre-requisites and Motor Transport Board requirements have been complied with.
  • Ensures the accuracy of IRP transmittals from host IRP jurisdictions and enters funds on IWS system.
  • Balance funds received to documents and reports produced by the Insurance Work Station (IWS) and International Registration Plan (IRP) and prepares bank deposits for pick-up.
  • Assist in coordinating IRP renewals for large carrier customers by working with the carrier or their authorized representative to establish and achieve specified timelines.
  • Process IRP audits that are generated by Manitoba Finance. Ensures audit results are sent to carriers and affected jurisdictions. Reviews IRP audits from other jurisdictions and investigates as required.
  • Assist with on-site visitation and audits of large carrier customers.
  • Process IRP credit refunds and maintains the credit tables.
  • Assist, coordinate and process customer amalgamations and consolidations.
  • Process Retail Sales Tax (RST) refunds requested by Manitoba Finance. Maintains credit tables.
  • Process Non-Sufficient Funds (NSF) cheques in IWS and IRP.
  • Support Service Centre Representatives with IRP transactions and enquiries.
  • Assist with training new staff.

Qualifications

  • High school diploma or equivalent.
  • Customer service or business-related courses are an asset
  • Three years of experience in a regulatory environment including two years serving the public.
  • Six months experience working with the International Registration Plan and processing transactions.
